Twenty-seven years ago, President Reagan reformed the country's tax code to encourage a "spirit of enterprise.” Today’s bad policies are not only thwarting innovation, but leading some Americans to renounce citizenship altogether. In the midst of cloudy skies, states are a bright spot on the horizon, leading the way with reform initiatives and tax climates that are good for business.  At the federal level, demand for action rises as economists make case after case for reform. A spirit of enterprise lives on today; it is time our tax codes honored that.
